Genesis London was governed by the London County Council (LCC) for three quarters of a century-from 1888 to 1963. In 1963 the London Government Act passed under a Conservative government set up the Greater London Council (GLC) which was to come into force in 1965. It took in a greater part of Middlesex and further areas of metropolitan Essex, Kent, Surrey and Hertfordshire-so that it counted some eight million inhabitants. The "city-region" was a new concept aimed at coordinating more efficiently urban development and strategic services such as largescale planning, public transport and emergency services, refuse disposal and support for the Arts.
