Introduction
Individually, the poor have often limited access to different
forms of capital and thus usually fail to achieve their desired
capabilities. However, collectively they may be able to gain
capabilities that each individual alone would neither have nor be
able to achieve, i.e. new'collective capabilities'. By'pooling' their
resources together, the poor may be able to undertake acts of
collective action that allow them to achieve goals that they value
and have reason to value,
