THE CENTRALITY OF BASIC SOCIAL CAPABILITIES : "TO GO WITHOUT SHAME1"

The point that this chapter wishes to make is simple and
straightforward, namely that by placing basic social capabilities -
particularly the ability to go without shame - on the periphery of
both the World Bank's and the Vietnamese government's poverty
reduction strategies, the quality of the lives of HIV/AIDS sufferers,
their families and friends is reduced. Indeed, the stigmatization,
shaming, and discriminating against HIV/AIDS sufferers helps to
increase the spread of the disease as people wish to hide it, or think
they are outside the supposed risk groups
